The Penn Manor Board of School Directors has approved the district calendar for the 2022-2023 school year.

The first day of school for students will be Monday, August 29, 2022, and the school year is scheduled to end on Friday, June 2, 2023. You can view the full calendar here.

Dr. Leichliter announcement to the community: Post-Penn Manor plan

Dr. Mike Leichliter shared the following announcement and news with the Penn Manor School District community on Saturday, February 5, 2022.


Good morning,

On Wednesday, February 9th my candidacy for the Superintendency of Harwood Unified Union School District in central Vermont will be acted upon by their School Board. I will conclude my time at Penn Manor on June 30th and will start my new position on July 1st.

The school district has 1800 students across six towns (Waterbury, Duxbury, Moretown, Waitsfield, Fayston, and Warren). You are probably familiar with some of the well-known businesses located in this school district including Ben & Jerry’s, Cabot Cheese Cooperative, Darn Tough Socks, Green Mountain Coffee/Keurig, and Sugarbush Ski Resort. The schools and community are simply wonderful.

The last twenty-five years of my life in Penn Manor School District have been truly amazing. Many of you have helped me grow from a young and novice high school assistant principal into the most senior superintendent in Lancaster County. Additionally, many of you taught my children and helped our family along the way as we worked together in an incredibly supportive community.

My decision to leave was both personal and professional but can be summed up as an overall feeling that I have concluded my chapter in Penn Manor. When you look at many of the projects I am currently engaged in, it felt like this timing was a logical conclusion for my superintendency. I firmly believe that Penn Manor will now be best served by a new superintendent who is able to look at the needs of the school district with fresh eyes.

I have been blessed with outstanding School Boards over my 13 years including the current nine men and women who quite simply love the school district and want what is best for its future. I have full confidence that our current School Board will continue in the tradition of making sure Penn Manor is a great place for students to learn and teachers to educate our children. I know they are working hard to select an outstanding new superintendent for Penn Manor and I look forward to working with the individual for a smooth transition!

For the past six months I have been thinking about different types of job opportunities that interest me as I fully intend to continue working full-time for many years to come. As I was considering my next steps, the bar was set very high and I only found one other place that meets those expectations for me where I feel I can both learn and help lead. With three children who are all over the east coast, the thought of a new adventure has been a continual dream between Mary Edith and me for about five years now. During the past four years we have frequently travelled to Vermont and fell in love with the people and places there. We quickly determined that this is where we want to begin a new chapter. I learned of the opening at Harwood in late September and as I continued to research the people and opportunities in Harwood Unified Union School District, it became clear to me that they value students, teachers, and community in ways similar to Penn Manor.

In the coming weeks I will share a little more with all of you about my journey and decision-making process. Leaving Penn Manor and Lancaster is hard. Mary Edith and I will miss all of you and this area but we know we will continue to be in touch and would love to have people visit us in our new home in the Harwood community. Rest assured though, the people of Penn Manor will always be a part of me.

I am looking forward to the next five months with all of you.

Announcement from Torrey Smith, board chair of the Harwood Unified Union School District – February 5, 2022.

The school board is excited to announce that it has offered the position as our next superintendent to Dr. Michael Leichliter, current Superintendent of the Penn Manor School District in Lancaster, Pennsylvania. Mike, or Dr. Mike as his current faculty calls him, has accepted the position; we are in the process of finalizing details of his contract. The Board anticipates officially appointing Mike to the position as our next superintendent, starting July 1, 2022, at the Board’s meeting on Wednesday, February 9.

We are really excited about this choice. Mike was a clear favorite among Board members as well as among the 120 staff, parents and community members who responded in our survey. His previous experience as superintendent, as well as his community- and service-oriented approach, are an excellent fit for where our district is at this time.

Mike is deeply community-minded – from consideration and recognition of individual school communities to the larger residential communities in which those schools operate. At the school level, that focus has meant, in part, making sure all students and all teachers feel valued and seen, something that feels more important than ever in this time of COVID isolation. At the community level, this has included participation in civic organizations, strong relationships with local media, and attending school and community events. By working at these multiple levels, Mike’s district was able to make significant changes in their school system that benefited the quality of students’ education as well as the life of their community.

Mike’s educational focus as superintendent has been on the continual improvement of academic programming at all levels in their schools. Penn Manor saw incredible growth in their academic achievement under Mike’s leadership. He also facilitated several school facility projects, including the renovation of four schools, construction of a new elementary school, and the reconstruction of the high school.

Mike has served as Superintendent of the Penn Manor School District for the last 13 years. He has also served as principal in the school district and taught social studies in the York City School District during his 31-year career in southcentral Pennsylvania. The Penn Manor community of about 45,000 residents, much of it rural, has an award winning student AgScience program. Penn Manor’s K-12 district has 5400 students – about 3 times as many as the HUUSD. 

Mike was drawn to Vermont because of his daughter Sydney’s attendance at UVM, where she is a senior. While he had visited Vermont many times, frequent visits while his daughter has been at UVM made it clear to him that this was a place where he and his partner, Mary Edith, could happily make a new home and build a new community. They also have two other adult children: Noah of Arlington, Virginia and Maura of New York, New York. Mike and Mary Edith will be relocating to the district this summer.

The selection of our new superintendent comes after a multi-step process that began last spring with the hiring of a consultant to help the Board design and run the search process. In November, a series of community meetings helped the Board articulate key qualifications it would be looking for in its next superintendent, around areas such as communications, educational leadership, and equity. In January, a preliminary search committee that included Board members, Union leadership and one of our veteran principals winnowed down the applications to three finalists for the Board to consider. All three candidates visited the district this week to visit our schools and conduct additional interviews with community members and the Board. Hundreds of community members watched the community interviews and many offered feedback for the Board to consider as it made its decision.

In a recent email exchange with Mike, he shared: “I am honored that the school board has invited me to be their next superintendent. As I learned more about the students, teachers and education offered in this school district, it became evident to me that Harwood is the place that I wish to live and invest my energy. I cannot wait to be a part of this amazing community.”

We are deeply grateful for the collaborative work our district has done to help us take this exciting next step.

Schools are Closed Thursday September 2

Due to a number of significant road closures throughout the school district all Penn Manor schools will be closed on Thursday September 2, 2021. School will now be in session on February 18, 2022.

High School to be closed for deep cleaning Sunday

Penn Manor High School will be closed to all students and staff beginning Sunday May 23 at 6:00 AM through Monday May 24 at 6:00 AM, so that maintenance staff can complete a deep cleaning in accordance with the recommended COVID-19 framework from the Pennsylvania Department of Education.

Additionally, we have recently learned that another member of the school community at Penn Manor High School has tested positive for COVID-19. The individual will not be in school until he/she has recovered, and all individuals considered to have had close contact with this person in the school setting have been notified. Please read more about Penn Manor’s COVID-19 response and recommendations for students and families.

When the school reopens on Monday, May 24, the active COVID-19 case counts will be reset to zero (0).

Central Manor and High School to be closed for weekend deep cleaning

Penn Manor High School and Central Manor Elementary will be closed to students and staff beginning after school on Friday, April 23, through Sunday, April 25, so that maintenance staff can complete a deep cleaning in accordance with the recommended COVID-19 framework from the Pennsylvania Department of Education.

Note: Penn Manor High School Post Prom activities for the evening of Friday April 23 will proceed as scheduled.

When schools reopen on Monday, April 26, the active COVID-19 case counts at all school buildings will be reset to zero (0).

High school shifting to online learning March 8-12

The district is shifting to online learning for all Penn Manor High School students, effective Monday, March 8, through Friday, March 12. All co-curricular activities are cancelled until at least the middle of the week. The high school building is closed to students and staff. 

Over the weekend, we learned that two individuals in our Penn Manor High School community have tested positive for COVID-19, with the most recent notification received on Saturday, March 6.  The new cases and resulting quarantines have impacted the district’s ability to staff critical operations for the high school. The decision to shift to online learning is being made in response to the recommended framework from the Pennsylvania Department of Education for actions necessary following the identification of active COVID-19 cases.

No schedule changes are planned for any other Penn Manor schools at this time.

We have notified the Pennsylvania Department of Health and our contacts at Penn Medicine Lancaster General Health. The individuals who may have been in close contact with the persons who tested positive have been notified and instructed to quarantine, following Department of Health guidelines. All contact tracing and notifications have been completed.

During this time, high school students and faculty will follow the Full Remote Schedule that can be found here. Classes will begin at 7:40 a.m.  Students will receive daily live, video instruction on these days. Students will sign in to the Google Meet provided by their teacher through Google Classroom and follow the teachers’ expectations for the class.  Students are to be prepared for learning, have all class materials, work in a space that is free from distractions, and be actively participating during the class

Full-day CTC students will continue to report to the Lancaster County Career & Technology Center (CTC). Transportation will be provided from Penn Manor High School in the morning and return to the high school in the afternoon. Half-day CTC students may report to the CTC during this time, while also participating in their Penn Manor classes. A shuttle bus will transport students to and from the high school. Students will need to be at the cafeteria entrance by 10:45 am. Half-day CTC students will need to provide their own transportation to and from the high school.

Regular, in-person classes for high school students will resume on Monday, March 15, unless the school district learns of additional information that would require an extension of the closure to assure the safety of the high school community. We encourage you to monitor the district website for updates regarding this situation. All families and faculty will receive a follow-up email from principal Baron Jones regarding expectations for online learning.

During the closure, we expect students to act responsibly by practicing social distancing, wearing masks in public and monitoring their health. If you or a member of your household tests positive for COVID-19, please contact the high school nurse at 717-872-9520, ext. 1356, so we can identify any other individuals who may have been in close contact in the school setting. As a community, we all need to do our part to assure that in-person learning can safely resume for Penn Manor students.  

COVID-19 prompts shift to online learning at Central Manor

Dear Penn Manor Family,

Today we learned of an additional probable COVID-19 case at Central Manor Elementary School. This case may be related to the previously reported cases.

We have notified the Pennsylvania Department of Health and our contacts at Penn Medicine Lancaster General Health. Individuals who may have been in close contact with the individuals who tested positive have been notified and instructed to quarantine, following Department of Health guidelines. The district continues to follow its cleaning and disinfecting protocols as individuals test positive.

After consultation with medical professionals, the district has been advised to shift to online learning for all Central Manor Elementary School students, effective tomorrow, Friday November 13.

Unless the school district receives additional information that would require an extension of the closure, regular in-person classes for Central Manor Elementary students will resume on Monday, November 16. We encourage the Central Manor community to monitor the district website for updates regarding this situation. All families and faculty will receive a follow-up email today from principal Brian Malek regarding expectations for online learning.

During the closure, we expect students to act responsibly by practicing social distancing, wearing masks in public and monitoring their health. If you or a member of your household tests positive for COVID-19, please contact the Central Manor nurse at 717-872-1401 so we can identify any other individuals who may have been in close contact in the school setting. As a community, we all need to do our part to assure that in-person learning can safely resume for students.

Individual at Hambright tests positive for COVID-19

Penn Manor School District has become aware of one member of our school community who have tested positive for COVID-19. Below is a message from Superintendent Dr. Mike Leichliter with more information.

October 16, 2020
Dear Penn Manor Family:

    We have recently learned that a member of the Hambright Elementary School community has tested positive for COVID-19. The individual will not be in school until he or she has recovered, and all individuals considered to have had close contact with this individual in the school setting have been notified.

    We are not closing the school at this time.

    As a result of the positive case, Penn Manor has taken the following actions:

  • Contacted the PA Department of Health for further guidance
  • Cleaned and disinfected locations visited by the individual who tested positive
  • Identified individuals who had close contact with the infected individual and communicated directly with them on their next steps, which could include a 14-day quarantine.

    Please note that personal information about the individual, including his/her name, is confidential to protect patient privacy. We are sending our best wishes to this member of our school community.

    As a reminder, please keep your child home from school if he or she is feeling ill for any reason. The most common symptoms of COVID-19 are cough, fever, loss of taste and shortness of breath. Muscle aches, sore throat and fatigue also are common. If your child exhibits any of these symptoms, please consult with your family medical provider immediately.

    Please continue to practice social distancing, wash hands often, cover your coughs and sneezes with a tissue, clean and disinfect frequently touched objects and surfaces and wear a mask in public, including in school. We face this challenging situation together, and we are grateful for your continued support of our school district.

July update on Penn Manor’s plans for the 2020-2021 school year

Dear Penn Manor Families,

In the three short weeks since our last update on June 30, there have been significant developments in relation to the start of the 2020-2021 school year which is scheduled to begin on August 31, 2020. On July 1, the Pennsylvania Secretary of Health modified previous guidance on the wearing of masks and issued a new order that requires students and employees wear masks in schools. Also, on July 16 the Departments of Health and Education issued new health guidance for schools to incorporate into reopening plans. 

Due to the evolving guidance for schools, the School Board and district administration are taking a thoughtful and deliberate approach to school reopening planning. Working in conjunction with the Penn Manor Education Association, the district is planning three scenarios: a full physical return to buildings, an alternating day hybrid schedule, and a fully virtual option which will be greatly expanded from the emergency remote learning students and families experienced in the spring.

On July 13th, the “Phased School Reopening Health and Safety Plan” was shared with the board of school directors and can be viewed here. The school board is scheduled to vote on that plan at its August 3rd  meeting. It is important to note that this plan is subject to change, based on updated information and guidance related to the health and safety of students and staff.

Penn Manor’s “Phased School Reopening Health and Safety Plan” includes physical distancing practices, health screenings, reduced student movement through buildings, enhanced cleaning protocols with green products, and other measures recommended by health professionals for safely resuming in-person learning.

In accordance with an order from the state health department, all students and adults will be required to wear face masks and/or shields in our school buildings and buses. Exceptions may be permitted for individuals with medical conditions, including those with respiratory issues that impede breathing, mental health conditions or disabilities, and students who would be unable to remove a mask without assistance.

For parents who may not be comfortable with sending their child/children to school, the Penn Manor Virtual School program will be available for grades K through 12. The program, which has been successfully operating since 2011 for grades 7 through 12, is being expanded to a full-time elementary program for 2020-2021. Information on the 7-12 program is available here. Information on the elementary program will be available by July 28.

To keep you informed, we will continue to provide periodic updates about the 2020-2021 school year. You can expect to receive an update via email (also posted on the district website) on August 3. If additional information comes to light that should be shared with families, we will provide more updates through the same methods.

Schools briefly placed on lockdown

Three Penn Manor schools were under partial lockdown Wednesday afternoon as a precaution while police searched for a suspect near Quarryville. Upon recommendation of police, Martic and Pequea Elementary and Marticville Middle School were placed on partial lockdown around 1 p.m. as state police were searching for a suspect in the 900 block of Lancaster Pike. The suspect was apprehended around 1:30 p.m., and the lockdown was lifted.

Early Dismissal for Manor Middle Due to Gas Leak

At approximately 9:30 AM, UGI detected elevated gas levels directly outside of Manor Middle School. The school took immediate action to evacuate and relocate students and staff to Hambright Elementary School. At this time, all students are safe and warm inside Hambright.

All gas has been turned off to Manor Middle School. The fire department has declared the building safe for occupancy. However, students will be dismissed early today due to a lack of heat in the building.

Buses will depart from Manor Middle School at approximately 11:15 AM. Due to the short notice, we encourage students to ride the bus home. However, if you have a special circumstance and must pick up your child, you must call Manor Middle School at 872-9510 by 11:00 AM. Pickup will occur at the normal side parking lot pickup/dropoff location.

Note: The early dismissal is for Manor Middle School students only.

Update regarding recent high school rumors

Earlier today the high school administration was made aware of a student who made inappropriate and threatening remarks directed towards the high school administration.  Working cooperatively with Officer Jason Hottenstein and Millersville Borough Police, the district and police have taken appropriate disciplinary and legal action. In accordance with school policy, any student disciplinary action taken is confidential. 

School is closed – Friday March 6

UPDATE: Penn Manor schools and offices are closed for Friday, March 6, 2015. The 7:30 p.m. performance of “Sound of Music” will proceed as scheduled Friday.

Update on School Status for Friday February 7

Municipalities in the Penn Manor School District are experiencing a large number of road closures.  After consulting with our bus contractor and township officials, the district has determined that enough of the major roads in Penn Manor will be cleared in order to open schools on Friday, February 7.  We realize that there are still a large number of secondary roads that may still be closed.  We encourage parents who live on impassable roads to consider either securing alternate student transportation or to contact your child’s school office regarding an excused absence.

In addition, we just learned that power to Marticville Middle School has been restored.  Since heat has been off for over 24 hours, we would encourage all staff and students at Marticville to dress warmly.

As always, school delay and cancellation information will be shared through our website and local television and radio stations.  Please check one of those sources tomorrow morning; initial schedule decisions are made by 5:15AM. Thank you for your patience and understanding throughout this challenging winter.

Notice Regarding High School Rumors

We have received numerous contacts about rumors involving violence at Penn Manor High School allegedly to occur on Friday, December 21.  Since hearing of this rumor, the high school administration has made every effort to verify the source. Administrators and Millersville Borough Police have talked to students and searched various social media sources. While there is no evidence to indicate that this rumored threat is credible, it is being taken very seriously.

Unfortunately, the Solanco School District did have a credible threat in the past few days, to which the Pennsylvania State Police have responded and have made an arrest. While postings on Facebook, texting and other forms of social media communication have caused the rumor to spread very quickly, there is no evidence that it is credible or in any manner linked to any school in the Penn Manor School District. Additionally, district officials have been in communication with administrators and police in Solanco School District.  They have verified that other school districts were not mentioned in the Solanco situation.

Student safety is, and will always be, a top priority in the Penn Manor School District. The district has safety and security procedures in place in each of our schools to protect students and staff. The procedures were developed with input from police, fire, ambulance and other emergency responders. Administrators and teachers frequently review the procedures so they can be quickly implemented whenever they may be needed.

Part of any school-wide safety effort is the duty and responsibility of students, staff, parents and community members to report any information of a possible safety threat to a school.
